حکمرانی آب یا آبخیز در ایران

چکیده
هرگونه آسیب به منابع آبخیز می‌تواند اثرات و پیامدهای قابل‌توجهی برای گروداران داشته باشد. در این راستا؛ افزایش فشار و تنش بر بوم‌سازگان‌ها و بحران منابع آب در کشور بیش از آن‌که ناشی از فعالیت‌های غیر‌انسانی باشد، حاصل قوانین، سیاست‌ها و عدم مدیریت جامع در حوزه‌های آبخیز است. به‌منظور رهایی از این ورشکستگی، تصحیح اندیشه حکمرانی سابق و سلامت کیفیت حکمرانی در حوزه‌های آبخیز کشور ضروری است. از این‌رو، در این پژوهش سعی شده است که با بررسی حکمرانی نامطلوب منابع آب در کشور که در رقابتی با منافع کوتاه‌مدت به قیمت نابودی سرمایه‌های آبخیز در بلند‌مدت منجر شده است؛ دیدگاه مسئولان، متخصصان و گرودارن را به‌سوی حکمرانی شایسته آبخیز تغییر دهد. یافته‌های پژوهش حاکی از آن است که این نوع حکمرانی برخلاف حکمرانی حاکم در کشور، با در نظر گرفتن تمامی اجزای آبخیز و دخیل کردن تمامی مسئولان و گروداران در جهت اصلاح و بهبود سلامت آبخیز تلاش می‌کند. ضمن اینکه، به بهانه تأمین و بازگردانی یک منبع در کوتاه‌مدت، سایر منابع آبخیز را در بلندمدت تحت‌فشار و نابودی قرار نمی‌دهد. در این راستا؛ پیشنهاد می‌شود برای بهبود و سلامت آبخیزها و رهایی از بحران‌های به وجود آمده در آبخیزها؛ حکمرانی شایسته آبخیز جایگزین حکمرانی نامطلوب غالب در کشور شود.

چکیده English

Any damage to watershed resources can have significant effects and consequences for stakeholders. In this regard; increasing pressure and tension on ecosystems and the crisis of water resources in the country is the result of laws, policies and lack of integrated management in watersheds rather than being caused by inhumane activities. In order to getting out from this bankruptcy, is necessary to correcting the thought of the former governance and the quality of governance health in the country watersheds. Therefore; in this research has been tried to investigate the unfavorable governance of water resources in the country, which has led to the destruction of capitals in the long term in a competition with short-term benefits; to change the views of officials, experts and stakeholders towards the proper watershed governance. The findings of the research indicate that this type of governance, unlike the current governance in the country, tries to improve the watershed's health by considering all the watershed's components and involving all the officials and stakeholders. In addition, under the pretext of providing and restoring a resource in the short term, it does not put other watershed resources under pressure and destruction in the long term. In this regard; is suggested to improve the watersheds health and getting out of the crises that have occurred in the watersheds; the governance of IWM should replace the unfavorable governance prevailing in the country.
