معرفی مدل SWOT و کاربرد آن در برنامه‌ریزی راهبردی مدیریت جامع حوزه آبخیز

چکیده
مدیریت و برنامه‌ریزی دارای سطوح گوناگونی است که راهبرد عالی‌ترین سطح آن بوده و دارای یک نگرش بلندمدت در تخصیص منابع و تصمیم‌گیری است. مدیریت جامع حوزه آبخیز نیز یکی از رویکردهای مدیریتی قابل‌اتکا و موردپذیرش جامعه جهانی است که مدیریتی هماهنگ بر سامانه‌های فیزیکی، بیولوژیکی، اجتماعی و اقتصادی است. ازجمله مدل‌های برنامه‌ریزی راهبردی، مدل SWOT است. این مدل با توجه به ویژگی‌های ساختاری و قابلیت‌های گسترده به‌راحتی می‌تواند در مدیریت سامانه‌های متنوع طبیعی و انسانی و ازجمله در مدیریت حوزه‌های آبخیز به کار آید. تحلیل SWOT ابزاری برای شناخت تهدیدها و فرصت‌های موجود در محیط خارجی یک سامانه و بازشناسی ضعف‌ها و قوت‌های داخلی آن سامانه است. شناسایی صحیح مشکلات حوضه نیز یکی از مهم‌ترین مراحل برای اجرای این رویکرد می‌باشد. مدل SWOT با توجه به انعطاف‌پذیری و قابلیت درک روابط علت و معلولی می‌تواند در برنامه‌ریزی راهبردی مدیریت جامع حوزه آبخیز مورداستفاده قرار گیرد.

چکیده English

Management and planning have different levels, of which the strategy is the highest level and has a long-term approach to resource allocation and decision making. Comprehensive watershed management is one of the reliable and accepted management approaches of the world community, which is a coordinated management of physical, biological, social and economic systems. The SWOT model is one of the strategic planning models. Due to its structural features and extensive capabilities, this model can easily be used in the management of diverse natural and human systems, including watershed management. SWOT analysis identifies threats and opportunities in the external environment of a system and to recognize internal weaknesses and strengths of that system. The correct identification of the problems in the field is also one of the most important steps in implementing this approach. The SWOT model can be used in comprehensive watershed management due to strategic planning because of its flexibility and ability to understand cause and effect relationships.
