بررسی و مقایسه دو مدلSWOT و ANP در برنامه‌ریزی راهبردی توسعه پایدار روستایی (مطالعه موردی دهستان طاغنکوه شمالی)

چکیده
مهاجرت اهالی روستا و خالی شدن روستاها از سکنه در دهه‌های اخیر بسیار مشهود بوده است، به‌طوری‌که بعضی از روستاها کاملاً خالی از سکنه شده است. در همین راستا تداوم مهاجرت ساکنین روستاهای منطقه به شهرها ضرورت بازنگری در شیوه زندگی و کسب درآمد در این مناطق را واقف ساخته است. دستیابی به دلایل مشکلات و رسیدن به توسعه پایدار در این محیط گرو شناخت کامل ویژگی­های طبیعی، اجتماعی، فرهنگی و اقتصادی روستا و برنامه‌­ریزی دقیق و راهبردی در این خصوص است. در این تحقیق برای رسیدن به بهترین راهبرد ابتدا نقاط قوت، ضعف، تهدیدات و فرصت­‌های موجود در روستاهای منطقه شناسایی و مشخص گردید. در ادامه با استفاده از دو روش متداول در امر تصمیم­‌گیری و ارزیابی پتانسیل­‌ها، مدل‌­هایSWOT  و ANP به بررسی مناسب‌ترین راهبردها پرداخته شد. نتایج دو مدل نشان داد که بهترین راهبرد، استراتژی تهاجمی- رقابتی می­باشد. هم‌چنین بر اساس نتایج روش فرآیند تحلیل شبکه بهترین گزینه به‌دست‌آمده برای بالا بردن سطح زندگی اهالی روستا پتانسیل­‌های نوین و کاربردی با تسهیلات دولتی همچون کشت گلخانه­ای و غیره در این منطقه می­باشد. در مدلSWOT  دو راهبرد تشکیل تعاونی­‌ها و استفاده از همت و مشارکت اهالی منطقه جهت تولید و فروش و راهبرد استفاده از بودجه­‌های دولتی و اعتماد به قشر تحصیل‌کرده جهت اشتغال خود و اشتغال‌زایی با امتیاز 20 به‌عنوان اولویت­های اول اجرایی به دست آمدند. فعالیت‌های توسعه‌ای در روستاهای ایران وابسته به شرایط اقلیمی می‌باشد، لذا مدل ANP به دلیل در نظر گرفتن اثرات متقابل عوامل موردبررسی از کارایی مناسب‌تری در تصمیم­گیری برخوردار می‌­باشد.

چکیده English

In the last decade, the migration of rural villagers and residents has made it clear that some villages are empty. In this context, the continued migration of rural residents to urban areas requires a review of lifestyles and incomes in the area, in order to be aware of the construction. Access to environmental problems and sustainable development depends on an understanding of the natural, social, cultural and economic development of a village and a careful planning and strategy in the field. In order to achieve the best strategic strengths, weaknesses, and threats the village was identified and characterized. In order to identify and characterize the best strategic strengths, weaknesses, threats and opportunities in rural areas. SWOT and ANP models were then used to assess the most appropriate strategies in decision-making and evaluation of the potential. The model results showed that aggressive competitive strategy is the best strategy. Based on the results obtained using the best network analysis processes to improve the lives of villagers and the potential new applications of public facilities such as greenhouse cultivation in the region. The SWOT model of strategy formation of cooperatives and the efforts and participation of locals in the production and sales strategies of government grants and self-educated class of his employment and occupation job with a score of 20 as the priorities of the Executive. Because many rural development activities in Iran are related to climate, the ANP models should consider the interactions among the factors considered in deciding the performance.
